During the past three decades, there has been an ongoing debate on the quality of health care. Defining quality is an important part of it. This paper offers a review of definitions and a conceptual analysis in order to understand and explain the differences between them. The analysis results in a semantic rule, expressing the meaning of quality as an optimal balance between possibilities realised and a framework of norms and values. This rule is postulated as a formal criterion of (...) meaning, e.g. when (correctly) applied people understand each other. The rule suits the abstract nature of the term quality. Quality doesn't exist as such. It is constructed in an interaction between people. This interaction is guided by rules in order to transfer information, e.g. communicate on quality. The rule improves our ability to discuss the debate on quality and to develop a theory grounding actions such as quality assurance or quality improvement. (shrink)

New aspects of spectral fluctuations of (quantum) chaotic and diffusive systems are considered, namely autocorrelations of the spacing between consecutive levels or spacing autocovariances. They can be viewed as a discretized two point correlation function. Their behavior results from two different contributions. One corresponds to (universal) random matrix eigenvalue fluctuations, the other to diffusive or chaotic characteristics of the corresponding classical motion. A closed formula expressing spacing autocovariances in terms of classical dynamical zeta functions, including the Perron–Frobenius operator, is derived. (...) It leads to a simple interpretation in terms of classical resonances. The theory is applied to zeros of the Riemann zeta function. A striking correspondence between the associated classical dynamical zeta functions and the Riemann zeta itself is found. This induces a resurgence phenomenon where the lowest Riemann zeros appear replicated an infinite number of times as resonances and sub-resonances in the spacing autocovariances. The theoretical results are confirmed by existing “data.” The present work further extends the already well known semiclassical interpretation of properties of Riemann zeros. (shrink)

Fille de l’Encyclopédie (1751-1772, 28 vol.) de Diderot et d’Alembert, l’Encyclopédie méthodique (1782-1832, 212 vol.) de Panckoucke conserve la palme du gigantisme. Si la Révolution Française pendant laquelle est publié le Dictionnaire de Théologie, n’a rien changé ni aboli dans le domaine de la pensée, elle a changé les conditions d’exercice pour les directeurs scientifiques. De surcroit en synthétisant ce moment particulier des savoirs liant mots et choses, la Méthodique représente un chainon incontournable entre l’épistémé des Lumières et celle du (...) xixè siècle. Alors que l’Encyclopédie dans un Système figuré des connaissances humaines construisait un ordre encyclopédique à partir des trois facultés de l’entendement humain (mémoire, raison, imagination), Panckoucke, qui craint la polémique sur les renvois, réoriente cet ordre. Il découpe chaque article et organise des listes de matières à partir de l’Encyclopédie. L’ordre des matières ne vise que les choses de la science qui, dans chaque Dictionnaire, seront détaillées au mieux. Enfin pour conduire le lecteur dans la connaissance, une table analytique propose un ordre de lecture transformant le dictionnaire en traité didactique. Le Dictionnaire de Théologie relève un autre aspect de la pensée philosophique du Système figuré, à savoir, une séparation de la Théologie ou Science de Dieu, des deux autres sciences que sont la Science de l’homme et la Science de la nature. Le progrès va se faire avec ces deux Sciences, sans la Théologie. Bergier revient sur cette séparation traduite par l’évincement des théologiens de l’entreprise encyclopédique des Lumières. Il remplit alors parfaitement le rôle demandé par Panckoucke de corriger et de compléter celle que ce dernier appelle la « première Encyclopédie» voulant être le directeur de la seconde Encyclopédie. Des hommes de science, conscients des enjeux metaphysiques inherents a leur domaine, invitent les philosophes a decouvrir les faits nouveaux apportes par les decouvertes sur le systeme nerveux. Il parait donc legitime que le philosophe soit concerne par les developpements recents des sciences du cerveau. Par la diversite des points de (...) vus et des perspectives, le present recueil souhaite contribuer a eclairer, dans la mesure du possible, quelques-unes des questions inherentes aux interactions entre la philosophie et les neurosciences. Concerns a problem posed, but not solved, by Frege in part III of his Grundgesetze. As a preliminary to defining ‘real number’, Frege attempts to analyse the notion of a quantitative domain. He was unaware of the previous attempt of Otto Holder to do this; it is remarked how much weaker Frege's assumptions were in deriving theorems than Holder's. Frege deals with groups on which there is a right‐invariant semilinear ordering, although he does not use this terminology. He is uncertain (...) whether it can be deduced that the ordering is also left‐invariant, and proves as much as possible without invoking the assumption that it is. The independence proof, due to Dr Peter Neumann, establishes that it could not be deduced. (shrink)

Carnap’s 1931–2 paper ‘The Elimination of Metaphysics through the Logical Analysis of Language’ is surveyed, and Carnap’s criticisms of metaphysics are elucidated. The relationship between Carnap’s views and the critique of metaphysics of the Tractatus is described. Carnap’s criticisms of metaphysics are compared with Wittgenstein’s later critique of metaphysics.

1. Naturalism Naturalism, it has been said, is the distinctive development in philosophy over the last thirty years. There has been a naturalistic turn away from the a priori methods of traditional philosophy to a conception of philosophy as continuous with natural science. The doctrine has been extensively discussed and has won considerable following in the USA. This is, on the whole, not true of Britain and continental Europe, where the pragmatist tradition never took root, and the temptations of scientism (...) in philosophy were less alluring. Contemporary American naturalism originates in the writings of Quine, the metaphysician of twentieth-century science. With extraordinary panache, he painted a largescale picture of human nature, of language and of the web of belief. I believe that in almost every major respect, it is, like the picture painted by Descartes, the great metaphysician of seventeenth-century science, mistaken. But it evidently appeals to the spirit of the times. So it is worthy of critical examination and careful refutation. I shall argue that the naturalistic turn is a cul-de-sac – a turn that is to be passed by if we are to keep to the highroad of good sense. Naturalism, like so many of Quine’s doctrines, was propounded in response to Carnap. As Quine understood matters, Carnap had been persuaded by Russell’s Our Knowledge of the External World that it is the task of philosophy to demonstrate that our knowledge of the external world is a logical construction out of, and hence can be reduced to, elementary experiences. Quine rejected the reductionism of Carnap’s Logischer Aufbau, and found the idealist basis uncongenial to his own dogmatic realist behaviourism, inspired by Watson and later reinforced by Skinner. The rejection of reductionism and ‘unregenerate realism’, Quine averred, were the sources of his naturalism (FME 72). What exactly was this? We can distinguish in Quine between three different but inter-related programmes for future philosophy: epistemological, ontological and philosophical naturalism. Naturalized epistemology is to displace traditional epistemology, transforming the investigation into ‘an enterprise within natural science’ (NNK 68) – a psychological enterprise of investigating how the ‘input’ of radiation, etc., impinging on the nerve endings of human beings can ‘ultimately’ result in an ‘output’ of our theoretical descriptions of the external world.. We apply an online optimization process based on machine learning to the production of Bose-Einstein condensates. BEC is typically created with an exponential evaporation ramp that is optimal for ergodic dynamics with two-body s-wave interactions and no other loss rates, but likely sub-optimal for real experiments. Through repeated machine-controlled scientific experimentation and observations our ’learner’ discovers an optimal evaporation ramp for BEC production. In contrast to previous work, our learner uses a Gaussian process to develop a statistical model of the (...) relationship between the parameters it controls and the quality of the BEC produced. We demonstrate that the Gaussian process machine learner is able to discover a ramp that produces high quality BECs in 10 times fewer iterations than a previously used online optimization technique. Furthermore, we show the internal model developed can be used to determine which parameters are essential in BEC creation and which are unimportant, providing insight into the optimization process of the system. Two different conceptions of language dominate philosophical reflection on the nature of human language and of human linguistic powers. The first is the conception of language as a calculus of meaning, and of understanding as computational interpretation. This conception is rooted in the exigencies of function-theoretic logic. The notions pivotal to this conception are truth, truth-condition, sense and force, naming and describing (representation), and theory of meaning for natural languages. The alternative conception is an anthropological one, which conceives of language (...) above all as a form of human communicative behaviour, constituted by human practices and manifest in human action. The notions pivotal to this conception are practice, language-game, use and rule of use as given by explanations of meaning, understanding and criteria of understanding. The fundamental principles that inform each of these conceptions are explained. The radical flaws of calculus conceptions of language are laid bare. (shrink)

At the very end of Plato's Philebus Socrates and Protarchus place the goods of a human life in a hierarchy (66a-67b). Previous interpretations of this passage have concentrated upon its relevance to the good human life, including the allowance of (true and pure) pleasures. This view picks up Plato's metaphor of a mixture of reason and pleasure, but the ranking of the goods is emphatically a vertical stratification and not a mixture in which all elements are equally fundamental. In this (...) article I argue that each and all of the higher ranked goods are necessary conditions for the goods of the level immediately below. The ranking represents an attempt to identify as far as possible what is responsible for the characteristics of the good in human life, and therefore to narrow down the definition of the good itself. In this paper we discuss two hybrid languages, ℒ and ℒ, and provide them with complete axiomatizations. Both languages combine features of modal and classical logic. Like modal languages, they contain modal operators and have a Kripke semantics. Unlike modal languages, in these systems it is possible to 'label' states by using A and ↓ to bind special state variables.This paper explores the consequences of hybridization for completeness. As we shall show, the challenge is to blend the modal idea of (...) canonical models with the classical idea of witnessed maximal consistent sets. The languages ℒ and ℒ provide us with two extreme examples of the issues involved. In the case of ℒ, we can combine these ideas relatively straightforwardly with the aid of analogs of the Barcan axioms coupled with a modal theory of labeling. In the case of ℒ, on the other hand, although we can still formulate a theory of labeling, the Barcan analogs are not valid. We show how to overcome this difficulty by using COV*, an infinite collection of additional rules of proof which has been used in a number of investigations of extended modal logic. (shrink)

The potential for genetic engineering of enhancements to complex human traits has been the subject of vigorous debate for a number of years. Most of the discussion has centered on the possible moral consequences of pursuing enhancements, especially those that might affect complex behaviours and components of personality. Little has been written on the actual process of implementing this technology. This paper presents a ‘thought experiment’ about the likely form of final preclinical testing for a technology to enhance intelligence as (...) a prototypical multiplex trait. The significance and the potential dangers of implementing enhancements in humans, especially to highly valued traits such as intelligence, would mandate a thorough programme of testing in animals, including non-human primates such as chimpanzees. The implications this would have for researchers, society and, most importantly, the animals themselves are discussed, and the paper concludes with a suggestion for a morally justifiable approach to resolve the tragic question of what to do with research animals who have a cognitive capacity that is close to that of humans. Throughout its long history metaphysics has been variously conceived. At its most sublime, it has been taken to be the study of the super‐sensible, in particular of the existence of a god, the nature of the soul, and the possibility of an afterlife. When the young Ludwig Wittgenstein entered the lists, it was entirely reasonable to conceive of metaphysics in this manner. Its subject matter was held to be the language‐independent and thought‐independent de re necessities of the world. The Tractatus (...) is dominated by three problems: first, the nature of logic and logical necessity; secondly, the essence of the proposition and hence the characterization of the general propositional form; and thirdly, the intentionality of the proposition. Logical propositions are combinations of elementary propositions by means of truth‐functional logical connectives. The metaphysics adumbrated in the Tractatus, Wittgenstein thought, was required for the possibility of representation and for the possibility of logic. (shrink)

It has sometimes been thought to be the queen of the sciences, at other times merely their under-labourer. But irrespective of its social status, it was held to be a participant in the quest for knowledge – a cognitive discipline.
